2. Swiss Peace Initiative for Nagorno-Karabakh

On May 26, 2025, in the Swiss capital Bern, an interparty commission composed of 19 parliamentarians supporting the “Swiss Peace Initiative” launched its work. The commission aims to assist in the implementation of the Swiss Parliament’s decision to activate the necessary international mechanisms for realizing the right of return of the Armenians of Artsakh— a decision that holds binding legal significance for the country’s executive authority.
The initiative’s goal is to support Switzerland’s commitment to “enable open dialogue between representatives of Azerbaijan and the Armenian population of Nagorno-Karabakh, under international supervision or in the presence of significant international actors, to negotiate the safe and dignified return of the historically resident Armenian population.”
The commission, enjoying broad interparty support, is co-chaired by Swiss National Council members Erich Vontobel and Stefan Müller-Altermatt.
During the event, speeches were delivered by the co-chairs of the commission, as well as by Vartan Oskanian, former Foreign Minister of the Republic of Armenia and coordinator of the Committee for the Protection of Fundamental Rights of the People of Nagorno-Karabakh; Vardan Tadevosyan, Director of the Caroline Cox Rehabilitation Center; Sarkis Shahinyan, Secretary-General of the Switzerland-Armenia Interparliamentary Friendship Group; and Dr. Joel Veldkamp, Director of Public Affairs at the International Christian Solidarity organization.

5. Armenian Heritage Conference by the World Council of Churches

An Armenian Heritage Conference opened in Bern, Switzerland, on May 27 to address the consequences of the conflict in Artsakh (Nagorno-Karabakh) with regard to the protection of Armenian religious and cultural heritage, the human rights of its people, and the future security of the Armenian nation. The event was attended by Stephen Cottrell, Archbishop of York and Primate of England, and Bishop Hovakim Manukyan, Primate of the Armenian Diocese of Great Britain and Ireland.
His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians, reflected and lamented the destruction of Armenian churches and sacred sites, in Nagorno Karabakh and other locations. “They have also rejected UNESCO’s initiative to conduct a fact-finding mission to assess the condition of cultural moments in Artsakh.”
His Holiness Aram I, Catholicos of the Great House of Cilicia, via a video greeting, described the situation as a genocide, and urged people to challenge the notion that “might is right.” The Armenians of Artsakh have a right to return to their centuries-old homeland, Aram I urged.
Rev. Prof. Dr Jerry Pillay, general secretary of the World Council of Churches (WCC), recalled when he led a delegation at the border near the entrance to the Lachin Corridor on 19 September 2023, as shelling by Azerbaijan’s armed forces of Stepanakert began in Artsakh. “As Christians we are called to be witnesses of truth – and that is not passive, that is standing by the victims and naming the evil.” Pillay underscored that, to answer this call is not the act of charity, but our duty as Christians. “This conference is not a symbolic act, but a response to the calling of the church; we are here because we believe that peace cannot exist without justice,” he said.
Stephen Cottrell, Archbishop of York and Primate of England added: “I share all the more your great concern for the protection of your cultural and religious heritage, especially in Nagorno-Karabakh”. “I do not know how the Armenian people have found the astonishing resilience they have shown in such a long time of hardship and persecution,” he said.
The final statement of the International Conference on the Preservation of Armenian Religious, Cultural and Historical Heritage in Artsakh/Nagorno Karabakh recognised ” with deep sorrow the forced displacement of over 120,000 ethnic Armenians from Artsakh/Nagorno Karabakh following the September 2023 military assault and blockade”.
“We bear witness to the erasure of millennia of Armenian Christian presence in the region and to the widespread destruction of churches, cemeteries, monuments, and other sacred and cultural sites“.
“We also affirm the right of return of displaced populations to their ancestral lands under conditions of safety, dignity, and non-discrimination“.
“We urge:
– UNESCO to immediately facilitate an independent monitoring mission to assess the state of conservation (SOC) of Armenian cultural and religious sites in Artsakh/Nagorno Karabakh.
– Governments and international bodies, particularly Switzerland where we are meeting today, to take diplomatic and legal steps based on OSCE and other conventions to prevent further erasure of Armenian cultural heritage, support the return of the people to their land and to work actively towards the liberation of the Armenian hostages in Baku.
– Churches and ecumenical organizations worldwide to continue advocacy, awareness-raising, and solidarity actions in coordination with the Armenian Church.
– WCC to lead planning for an ecumenical pilgrimage visit to the Armenian holy sites in Artsakh/Nagorno Karabakh.
– Academic and cultural institutions to enhance documentation, archiving, and education initiatives related to Armenian heritage and to prevent distortion of historic narratives and facts through cultural predation presenting Armenian cultural artifacts as Albanian and Proto-Azerbaijani.
– Media not to turn blind eye on the injustice suffered by the people of Artsakh/Nagorno Karabakh and to engage in in-depth reporting of the background of the crisis”.
“Let this statement serve as a testimony to our shared responsibility and as a living document of solidarity, conscience, and commitment. The heritage of Artsakh/Nagorno Karabakh belongs not only to Armenians, but to the whole of humanity and it is our collective responsibility to protect it“.

6. UK Parliamentarians raising the issues of Armenia and Artsakh

Lord Mark McInnes, member of the House of Lords and vice chair of the All-Party Parliamentary Group for Armenia, published an article on Politico on April 30 criticizing EU foreign policy chief Kaja Kallas for visiting Azerbaijan on April 25, the next day that “Armenians worldwide commemorated the 1.5 million souls lost in the 1915 genocide”.
“What message does it send when Europe’s top diplomat smiles for cameras in Baku as Armenian citizens lay wreaths for victims in Yerevan? Why would Kallas court Azerbaijan on such a sensitive date?”, said Lord Mark McInnes.
“Baku has been brazenly aggressive. In 2020, it unleashed a war against ethnic Armenians in Nagorno-Karabakh, violating a fragile ceasefire. Later, Azerbaijani forces blockaded and attacked the region, culminating in a lightning military offensive that forced over 100,000 Armenian civilians to flee their ancestral homes — a humanitarian disaster that unfolded in real time while Europe watched. And to this day, Azerbaijan illegally detains Armenian prisoners of war and civilians as hostages”. |

During a debate about Prisoners of Conscience in the House of Commons on May 1, Dr Rupa Huq MP denounced as “one of the worst examples” the “detention of Armenian prisoners of war by Azerbaijan”. “They have not broken any criminal code, as he says; they are public servants held for political purposes, with no clear legal redress or access, or even clear grounds as to why they are being held. Does he agree that international law should dictate here, not domestic politics, with Governments marking their own homework?”.

During the debate about Prisoners of Conscience in the House of Commons on May 1, Jim Shannon MP cited Dr Rupa Huq MP mention of Armenian prisoners of war by Azerbaijan. “The hon. Lady is right to mention the Armenians. If we go back even further, we remember what happened in the Armenian genocide. She outlines the case of those prisoners of conscience and prisoners of conflict in Armenia. I know that the Minister has taken note of that and will come back to the hon. Lady, who I thank for her intervention”.
“We have the power to advocate loudly and clearly not just for the release of prisoners of conscience, but for the root causes of this duress to be confronted and dismantled through sustained diplomatic pressure, international co-operation, and the strengthening of legal and institutional protections for freedom of religion or belief. It is our responsibility to challenge the environments, be they legal, political or ideological, that allow such injustices to persist and to ensure that no individual is ever imprisoned for living according to their conscience”, he added. |

The Lemkin Institute for Genocide Prevention and Human Security issued a statement denouncing an era of “Acceptable Genocide” by the “official legitimation, justification, and endorsement of genocide by the United States and its allies”.

Lebanese-Armenian civilian Vicken Euljekjian started a hunger strike in an Azerbaijani prison, where he has been unjustly held since November 2020. His only request: a single phone call to his wife, Linda — a basic human right that continues to be denied.
Captured just hours after the 2020 ceasefire in Artsakh while retrieving personal belongings in Shushi, Vicken was convicted under politically motivated charges condemned by human rights organisations worldwide. The Society for Orphaned Armenian Relief (SOAR) has issued an urgent appeal to the International Committee of the Red Cross (ICRC), warning of his deteriorating condition and calling for immediate humanitarian intervention. |

Vicken Euljekjian, a Lebanese-Armenian and Armenian citizen illegally imprisoned in Azerbaijan since 2020, hospitalized and placed in a ward after protesting Azerbaijan’s inhumane treatment of Armenian detainees, reported member of the National Assembly of Armenia Mane Tandilyan on May 22. The meeting focused on key areas of Armenia–United Kingdom defence cooperation and prospects for deepening bilateral ties. Amid escalating tensions between India and Pakistan, Indian travellers are increasingly choosing Armenia and Greece over destinations like Turkey and Azerbaijan, according to Organizer. The shift follows the attack in Pahalgam and India’s military response, which sparked widespread anger. The public was further outraged by Turkey and Azerbaijan’s vocal support for Pakistan, prompting a grassroots boycott movement.

The son of an Armenian Christian philanthropist who has been imprisoned in neighbouring Azerbaijan said “none of us are safe” saying his father was a victim of “ethnic cleansing”. Ruben Vardanyan, one of the country’s richest men, is facing 42 charges in what his son David calls a “kangaroo trial” with “several undefined due process violations.” Ruben made international headlines after setting up the Aurora Humanitarian Prizewith George Clooney. However, David told GB News his father is currently being held illegally in Azerbaijan. |

The Mother See of the Armenian Apostolic Church (Etchmiadzin) denounced recent statements made by Grand Mufti of the Caucasus Allahshukur Pashazadeh claiming that historical Armenian holy sites in Armenia and the region, including, the 1700-year-old Mother Cathedral of Holy Etchmiadzin, are located on “historical Azerbaijani lands,” and that Armenians have “appropriated” these territories.
“Such reprehensible manifestations of hostility and falsification, which are constantly present in the public speech by the spiritual leader of Azerbaijan, are in themselves evidence of the reality that Azerbaijan itself is, in Pashazade’s words, a threat to neighboring countries in the region. And finally, it is necessary to state once and for all that lies and falsehood can never turn into truth, no matter how often and enthusiastically they are repeated”.
Pashazadeh, born in Azerbaijan, chairs the Religious Council of the Caucasus – the highest spiritual and administrative organ of Muslims in Transcaucasia – located in Baku. “Pashazadeh concludes his series of absurd claims by presenting the Armenian Apostolic Church as a threat to the countries of the region,” the Armenian Church statement reads. |

Following the ethnic cleansing of Artsakh (Nagorno-Karabakh) perpetrated by Azerbaijan in September 2023, the Lady Cox Rehabilitation Centre — a vital institution providing care for war victims and individuals with disabilities which operated in Stepanakert — has been forced to relocate along with the 120,000 Armenians living there.
Today, the Centre is laying the foundations for a state-of-the-art rehabilitation facility in Armenia, continuing its essential mission to support those most affected by conflict and displacement. |

On May 9, the United Kingdom added the Azerbaijani-owned oil tanker “Zangazur” (IMO 9420617) to its Russia sanctions list under the UK Russia (Sanctions) (EU Exit) Regulations 2019.
The vessel is owned by Etibar Eyyub, Tahir Garayev, Ahmed Kerimov, Anar Madatli, and Talat Safarov — individuals reportedly linked to President Ilham Aliyev.
The Zangazur has been connected to operations assisting Russia in evading international sanctions, particularly through the transportation of Russian oil.
“A tanker sanctioned by the U.K. for shipping oil on behalf of Russia is owned by the government of Azerbaijan, corporate documents show. Targeting a state-owned tanker was a warning to Azerbaijan at a time when the oil-rich country has been striking energy deals with the European Union, according to Maximilan Hess, an analyst with the Foreign Policy Research Institute, a U.S. think tank. “It is a clear warning shot across the bow that further Azerbaijani-sponsored efforts to support Russian sanctions evasion carries major risks to Azerbaijan’s diplomatic position and potentially wider economy,” Hess told the Organized Crime and Corruption Reporting Project (OCCRP) . The sweeping sanctions package announced by the U.K. on May 9 also included five Azerbaijani citizens accused of trading Russian oil, as well as two companies”.

UNICEF has announced that it will cease operations in Azerbaijan in the coming months, according to Iryna Mazur, Regional Chief of Communication for UNICEF in Europe and Central Asia, and confirmed by Azerbaijani media.
On March, Azerbaijan announced that the International Committee of the Red Cross (ICRC), UN Development Programme (UNDP), and UN Refugee Agency (UNHCR) have all been told to cease operations and exit the country. The ICRC was the only organisation with access to the Armenian hostages and POWs, illegally held in Baku while facing sham “trials”. Without ICRC visits, Armenian prisoners in Baku are completely isolated, with no means to communicate their condition, as the organisation served as their only link to the outside world and occasional contact with their families. |

During a House Foreign Affairs Committee hearing on May 21, US Secretary of State Marco Rubio said that preventing a renewed Azerbaijani invasion of Armenia is a key focus of the Administration’s foreign policy.
“Our main focus has been to work towards establishing peace between Azerbaijan and Armenia,” he said. “There’s a real risk there of a conflict that we’re trying to prevent from happening. Our teams have been very engaged in that regard in trying to make something come about and prevent an armed intervention there”. “The release of Armenian prisoners is a critical component of our diplomatic efforts. We have to deal with countries that in many cases do not have an ideal model,” he added.
Rubio was questioned by Representatives Chris Smith and Jim Costa. “Aliyev is a dictator… release those prisoners. They’re being horribly mistreated,” said Smith. “It’s very clear that after the genocide committed by Aliyev against the Armenians, there are many, many political prisoners and POWs being held”.
Aram Hamparian, Executive Director of the Armenian National Committee of America (ANCA), called for an “urgent need for stronger U.S. leadership in holding Azerbaijan accountable for its aggression and ongoing abuse of Armenian hostages” and welcomed “Secretary Rubio‘s constructive response — in particular his assurance that the Trump-Vance Administration is committed to preventing an Azerbaijani invasion of Armenia and ensuring the release of Armenian prisoners”. |

Azerbaijan lodged an unfounded complaint with the United Nations Committee on Non-Governmental Organizations (NGOs) against Christian Solidarity International (CSI), a globally respected human rights and religious freedom organization with consultative status at the UN, over its principled advocacy on behalf of the displaced Armenians of Artsakh (Nagorno-Karabakh) on May 23.
The complaint falsely accuses CSI of “politically motivated hostile actions” and “apparent noncompliance” with UN standards—charges rooted in CSI’s efforts to shed light on Azerbaijan’s September 2023 military assault and genocidal ethnic cleansing campaign that emptied Artsakh of its 120,000 indigenous Armenians. The objective of this process, initiated by the Azerbaijani mission to the UN, is to deprive the CSI of its consultative status at the UN. This threatens the right of independent NGOs to freely express themselves within the UN system. |

Former Human Rights Defender Arman Tatoyan has raised alarm over Azerbaijan’s intensified efforts to legitimize territorial claims against Armenia through international platforms.
According to Tatoyan, Azerbaijani officials increasingly avoid referring to Armenia by name, instead labeling it “Western Azerbaijan” in international forums.
“In the context of the so-called “return” issue, they expect specific deadlines from the prime minister of Armenia, presenting it as an established fact. They are also making territorial claims against Syunik, referring to it as “Western Zangezur”. Their demands include amending the Constitution, renouncing the Declaration of Independence, abandoning the recognition of the Armenian Genocide and dropping the issue of Artsakh,” he said in a social media post on Friday.
“This is a program for the occupation of Armenia, which the Azerbaijani authorities are advancing with full force. The frightened, submissive stance of the Armenian authorities —relying on Azerbaijani and Turkish authorities mercy—only contributes to the progress of this plan and the international spread of Azerbaijani falsehoods,” the ex-ombudsman stated. |

The work achieved by ANC-UK is currently on a volunteer basis. Setting up an ANC-UK office will allow for our organisation’s goals to be achieved as they have been throughout the diaspora in the United States of America, Canada, Australia and Europe.
