1. An unprecedented Inquiry in the UK Parliament on Artsakh

| On February 23, an unprecedented Inquiry commenced in the UK Parliament on Artsakh and held its opening hearing session. This type of Inquiry has not happened to this scale in any country for Artsakh.
The Inquiry, titled “Erasing the Past: The Destruction of Cultural Heritage”, examines the destruction of Armenian heritage in Artsakh (Nagorno-Karabakh) since 2023, the legal responses taken to date, and pathways to justice and accountability. It will also examine ethnic cleansing.
The first witness was Artak Beglaryan, President of the Artsakh Union and former Human Rights Defender of the Republic of Artsakh. |

| The International Bar Association’s Human Rights Institute (IBAHRI), together with the All-Party Parliamentary Group (APPG) on International Law, Justice and Accountability and the APPG on Armenia, is conducting the Inquiry. The cross-party panel is chaired by Brendan O’Hara MP and includes Baroness Helena Kennedy KC, Lord Alton, Jessica Morden MP, supported by IBAHRI Programme Coordinator Áine Macdonald. ANC UK has assisted the Inquiry coordinator throughout the process.
The Inquiry will proceed in five stages:
1. Mapping evidence of destruction and existing legal responses
2. Open call for submissions
3. Public hearings with experts and witnesses
4. Publication of a final report with recommendations
5. Ongoing engagement with the UK Government and international institutions

| The second session of the Parliamentary Inquiry on Artsakh took place on February 25, with one in-person and one virtual evidence submissions.
The panel first heard from representatives of the Centre for Truth and Justice, three of whom travelled from abroad; Gor Mnatsakanyan, Esq., Founding Board President of CFTJ; Lilit Harutyunyan, LL.M., Supervising Lawyer specialising in human rights documentation and survivor-centred evidence gathering; and Narine Vlasyan (MPhil, Oxon.), an open-source evidence specialist focusing on Armenophobia and anti-Armenian propaganda.
They presented evidence of a three-stage pattern of cultural eradication, beginning in Nakhichevan, continuing in Artsakh, and now expanding through Azerbaijani territorial claims beyond contested areas towards Armenia itself, including the rhetoric of so-called “Western Azerbaijan”.
The session then heard from Professor Heghnar Watenpaugh, researcher and President of the American Research Institute of the South Caucasus, who delivered a highly professional testimony grounded in her academic expertise. |

| The third session of the Inquiry took place on February 26, beginning with an online submission from Armed Conflict Location & Event Data (ACLED). ACLED is an independent and impartial global monitor that collects, maps and analyses data on political violence and related events worldwide in real time. Its contribution to the Parliamentary Inquiry into the Destruction of Cultural Heritage in Artsakh (Nagorno-Karabakh) focused on its data collection methods, verification practices and analytical findings, supporting evidence-based assessment of developments on the ground.

| During the third session of the UK Parliamentary Inquiry on Artsakh (Nagorno-Karabakh), the Armenian National Committee of the UK (ANC-UK) delivered its formal witness submission to the panel.
ANC-UK presented its witness statement based on pattern of ethic cleansing in different stages.
Andre Vartanian, member of ANC-UK, presented the report, and together with Annette Moskofian, Chair of ANC-UK, responded to questions from the panel.
It is ANC-UK’s position that the British government must:
1. Pledge greater aid to the forcibly displaced population of Nagorno-Karabakh;
2. Acknowledge that Azerbaijan’s military offensive in Nagorno-Karabakh, viewed through the lens of the blockade and violations of humanitarian law, constituted ethnic cleansing;
3. Apply targeted sanctions against members of the Azerbaijani regime responsible for the ethnic cleansing.
4. Publicly support the right of return of the population of Nagorno-Karabakh to their homeland pursuant to the terms of the ICJ interim measure, Article 13 of the Universal Declaration of Human Right 1948, Article 12 of The International Covenant on Civil and Political Rights, and United Nations General Assembly Resolution 194 (III);
5. Publicly support the facilitation of that return with the instalment of multinational or UN peacekeeping force to ensure atrocities can not be committed against the Armenian people again, along with self-governing rights bestowed to the local population;
6. More vigorously lobby for the protection of the cultural and religious heritage of Armenians by international organisations such as UNESCO;
7. Curtail Azerbaijan from further claims on the sovereign territory of Armenia and insist on their withdrawal from Armenian territory occupied from 2020 to present. |

| The British Embassy in Azerbaijan has issued a public statement after receiving number of enquiries regarding this week’s hearings of the UK Parliamentary Inquiry on Artsakh (Nagorno-Karabakh).
In its statement, the Embassy stated that “the Embassy does not speak on behalf of the British Parliament, which is a separate and independent arm of power in the constitutional system of Great Britain”. “Parliament operates independently from the Government and its hearings, discussions and investigations reflect the positions of individual deputies or parliamentary committees, not the official policies of His Majesty King Charles III’s Government”.
“The UK Government’s position on the South Caucasus is clear and unchanged: we recognise Azerbaijan’s sovereignty and territorial integrity, and we support the ongoing normalisation of relations between Azerbaijan and Armenia as the path to a lasting and peaceful settlement”. |

| “The British Embassy in Baku has underscored the independence of the UK Parliament following hearings in the House of Commons examining the destruction of Armenian cultural heritage in Artsakh, in a move widely seen as a response to mounting pressure generated by the inquiry. Commenting on the February 25 parliamentary inquiry titled ‘Erasing the Past: Destruction of Cultural Heritage,’ the embassy stressed that Parliament operates independently from the government and that hearings, debates and inquiries reflect the views of individual MPs or committees — not the official foreign policy of His Majesty’s Government”.
“A key role was played by the Armenian National Committee of the United Kingdom (ANC-UK), which delivered a formal witness submission during the third session of the inquiry. The ANC-UK report laid out the legal foundations for the inquiry, citing protections under the 1907 and 1954 Hague Conventions, the Geneva Conventions, the Rome Statute of the International Criminal Court, UN Security Council Resolution 2347, and the Genocide Convention. It argued that the systematic destruction of cultural heritage may constitute evidence of genocidal intent under international jurisprudence. Andre Vartanian, member of ANC-UK, presented the report, while ANC-UK Chair Annette Moskofian joined him in responding to questions from the parliamentary panel”.
“In its submission, ANC-UK called on the UK government to increase humanitarian assistance to the forcibly displaced Armenian population of Artsakh; recognize Azerbaijan’s 2023 military offensive — viewed in the context of the blockade and humanitarian law violations — as ethnic cleansing; impose targeted sanctions on Azerbaijani officials responsible; support the right of return of Artsakh Armenians in line with international legal instruments and the International Court of Justice’s interim measures; and advocate for stronger international protection of Armenian cultural heritage, including through UNESCO”.

2. We urge our community living in Ealing Common to vote for Maxim Bagdasarian for on May 7, 2026

Due to ANC-UK efforts, Maxim Bagdasarian has been selected by Ealing Labour as its candidate for Ealing Common ward in the 2026 Ealing Council elections 2026 on 7 May 2026.
This is an important occurance for our Armenian community in Ealing.

“I am running to be a councillor for Ealing Common to give our Armenian community a stronger voice. My priority is to spotlight our community, help us run more events with council support, and make sure we are recognised and supported by the council — especially the many community organisations which are based in Ealing.”
“Like many other Armenians, I have called Ealing home my whole life. I’ve lived in Ealing Common since I was 4 years old, so this area means a lot to me. I want to represent our community and give back to the place where I grew up.”
“I also want to make the council’s decisions more transparent and ensure our streets are cleaner and safer for everyone.”
Local elections are often decided by very small margins. At the last election, only 46% of residents voted. That means your vote can make the difference.

3. The Armenian prisoners and hostages held by Azerbaijan

| The Azerbaijani Military Court announced on February 5 multiple life imprisonment sentences in politically motivated proceedings in Baku, concluding a sham “trial” against former Artsakh political leaders, military officials, and civilians that lacked any credible judicial basis.
The proceedings were conducted without fundamental fair-trial guarantees: defendants were denied effective legal defence, prosecuted on fabricated charges, and subjected to collective criminal punishment.
Those sentenced include former Presidents of the Republic of Artsakh (Nagorno-Karabakh) Arayik Harutyunyan (life imprisonment), Arkadi Ghukasyan (20 years), and Bako Sahakyan (20 years), as well as senior officials Davit Ishkhanyan, David Babayan, Levon Mnatsakanyan, and David Manukyan, all of whom received life sentences, Madat Babayan (19 years), Garik Martirosyan (18 years), Melikset Pashayan, Davit Alaverdyan (16 years), Gurgen Stepanyan (15 years), Levon Balayan (16 years), Vasili Beglaryan (15 years) and Erik Ghazaryan (15 years).
Azerbaijan is currently holding at least 19 Armenians in detention under politically motivated and unfounded charges. |

| On February 17, the Azerbaijani Military Court sentenced Ruben Vardanyan to 20 years in prison in one of the sham “trials” against former Artsakh (Nagorno-Karabakh) political leaders, military officials, and civilians. Vardanyan was detained in September 2023 while attempting to leave Artsakh during the ethnic cleansing of its Armenian population. He was prosecuted under fabricated charges in a process that failed to meet basic fair-trial standards. A former State Minister of Artsakh, Vardanyan is internationally known as a philanthropist and co-founder of the Aurora Humanitarian Initiative.
The Family of Ruben Vardanyan issued a statement: “The verdict by a military court in Azerbaijan is devastating, though not unexpected. From the moment of his arbitrary detention 874 days ago, it became evident that the outcome of this process had been predetermined. Throughout this period, Ruben was denied fundamental guarantees of due process, including meaningful access to legal defense, contact with his international counsel, and the ability of independent media to attend the proceedings. The hearings were held behind closed doors and in conditions incompatible with the standards of a fair trial under international law and even Azerbaijani laws”. |

| Amnesty International has condemned the 20-year prison sentence handed to Ruben Vardanyan, calling the proceedings “nothing short of a travesty”.
Marie Struthers, Amnesty’s Director for Eastern Europe and Central Asia, stated that trying Vardanyan and 15 other ethnic Armenians before a military court “raises serious concerns and is incompatible with fair trial guarantees.” She noted that the defendants were tried in closed hearings, based on “evidence” in a language they could not understand and that was not adequately translated. More than 40 charges were reportedly brought against Vardanyan alone, including “terrorism” and “crimes against humanity,” many of which were not fully disclosed publicly.
Amnesty also raised concerns about allegations of ill-treatment, coerced signatures on falsified case materials, and denial of adequate time to prepare a defence. Despite requesting clarification from Azerbaijani authorities, the organisation received no response. |

| The Armenian National Committee of the UK (ANC UK) calls on all Armenians and supporters of human rights to TAKE ACTION NOW as Azerbaijan continues its illegal detention of Armenian prisoners of war, civilians, and political figures from the Republic of Artsakh (Nagorno-Karabakh).
Many of them are facing politically motivated sham trials. If convicted, they risk life imprisonment under fabricated charges. The “trials” are closed, no international observer or journalist are allowed to attend them and they are deprived of choosing their own lawyer. The Armenian prisoners are subjected to systematic violations of due process, torture and inhumane treatment.
The Armenian prisoners are not only unlawfully imprisoned but also hostages: Azerbaijan holds them captive as a means of exerting psychological terror on the Armenian population of Artsakh, ethnically cleansed from its ancestral homeland.
On January of 2026, Azerbaijan released four Armenian civilians, which shows that international pressure and activism WORK. We must sustain it.
What Can You Do?
We urge all Armenians in the UK to take immediate action by:
1. Share this message on social media using the hashtag #FreeArmenianHostages and #FreeArmenianPrisoners to raise awareness and pressure UK authorities to act.
2. Contact your local MP to demand that the UK government take a firm stance against Azerbaijan’s unlawful detentions and call for the immediate and unconditional release of all Armenian prisoners.
3. Email the Foreign, Commonwealth & Development Office (FCDO) at fcdo.correspondence@fcdo.gov.uk. Urge them to pressure Azerbaijan to comply with international law and release all Armenian prisoners.
4. Write to international human rights organisations, urging them to continue monitoring these trials and advocate for justice.

4. UK Parliamentarians raising the issues of Armenia and Artsakh

5. Screening of “There was, there was not” in London
|

| On Sunday 8th February ANC-UK held a screening of the acclaimed film “There was, there was not”, followed by virtual Q&A with director Emily Mkrtichian and Siranush Sargysan, one of the women featured in the film. All proceeds of the event went to the Askeran Development Center, a charity originating from Artsakh.
The attendees were privileged to hear about the evolving experiences of capturing this unique story, and to learn about the humanitarian and political challenges that persist for displaced population after the fall of Artsakh. In the words of director Emily, we hope that this film serves to engage and educate future discussions relating to the story of Artsakh. |

| February 27 marks the 38th anniversary of the Sumgait pogrom. In 1988, organised mobs in Azerbaijan targeted Armenians in Sumgait with murder, rape, arson and looting, while authorities failed to intervene. Sumgait was not random violence. It was intended to terrorise and silence the peaceful Artsakh movement for self-determination.
The same state-sponsored hatred and impunity have continued for decades, culminating in Azerbaijan’s war of aggression in 2020, the genocidal blockade of Artsakh, and the ethnic cleansing of the Republic of Artsakh (Nagorno-Karabakh) in 2023.
The same voices that chose to look the other way 38 years ago have too often remained silent since. History keeps repeating itself when crimes go unpunished. Azerbaijan continues to refuse meaningful international investigation and has failed to comply with binding rulings of the International Court of Justice. Without accountability and enforcement of international law, the cycle will continue and history will repeat itself once again. |
